European Parliament Report urges swift Cooperative Intelligent Transport Systems deployment and solid regulatory framework

AutoTalks, Kapsch, NXP, Siemens and TÜV welcome the European Parliament’s adoption of the ‘Report on the strategy of cooperative intelligent transport systems’.

On 13 March 2018 the European Parliament adopted its opinion on cooperative intelligent transport systems, also known as C-ITS. C-ITS improves road safety and traffic flow through instant short-range communication between vehicles, vehicles and the infrastructure and public transport. The report was coordinated by Hungarian MEP, István Ujhelyi and received with broad cross-party support (633 in favour, 43 against, 11 abstention).

European Parliament is pushing for the swift introduction of connectivity to reduce casualties on Europe’s roads. The report highlights the regulatory framework the introduction requires and sets out an ambitious time-frame.

It conveys the vision of a single interoperable communication eco-system for C-ITS by 2019 and gives full support to the speedy launch of existing technology, whilst keeping C-ITS open to future and compatible technologies. The report highlights the need for a singular security system to assure the authenticity of messages and argues for strong data protection measures to protect the privacy of motorists.

As key C-ITS stakeholders AutoTalks, Kapsch, NXP, Siemens and TÜV welcome this as a political signal in the right direction. The success of C-ITS depends on a solid regulatory framework.

The stakeholders, AutoTalks, Kapsch, NXP, Siemens and TÜV, laud the recognition of ‘interoperability’ and ‘backward compatibility’. This assures all vehicles and road operators speak the same language and protect the investment of those who adopt C-ITS early. A strong and harmonized security system in addition to data protection are key to maintaining the integrity and trust in C-ITS. The report supports the position of the EU Member States and the European Commission’s C-ITS Strategy. This reduces risk for the industry and further strengthens confidence in C-ITS deployment by 2019.

AutoTalks, Kapsch, NXP, Siemens and TÜV urge the EU institutions, frequency regulators and standardization bodies to continue creating a regulatory framework for C-ITS that creates a solid foundation for interoperable C-ITS. This will in turn significantly improve the safety of the roads.

Saving Lives Through Communications

The goal of Cooperative Intelligent Transport Systems (C-ITS) is to improve road safety and traffic efficiency, as well as lessen the environmental impact of road transport. The cooperative element is that every vehicle must be able to ad-hoc and directly communicate with any other vehicle or roadside unit ─ regardless of brand or country.

As leading European manufacturers of intelligent transport solutions, we globally work on the introduction of C-ITS. We support the implementation of C-ITS in an interoperable manner, as stated in the ‘Declaration of Amsterdam’, the C-ITS Strategy and the 5G Action Plan.

Selecting The Right Framework

We urge policy makers to consider the following during C-ITS discussions:

  • ITS-G5 is a broadcast technology based on an evolution of the wireless standard 802.11p. It is the only validated and available technology on the market and capable of delivering secure ad-hoc direct vehicle-to-vehicle and/or vehicle-to-infrastructure communication.
  • ITS-G5 is running in the designated 5.9 GHz frequency band that is foreseen for road safety. We emphasize that all technologies that run in this frequency band should not cause interference with each other and be interoperable.
  • C-ITS should be able to demonstrate its capability to co-exist with electronic road charging, the enforcement of drive and rest times and weights and dimensions on the adjacent 5.8 GHz frequency band.

We call upon European regulators to set the right framework conditions for swift deployment of C-ITS. This will contribute to road safety in the EU and allow Europe to be at the forefront of cooperative, connected and automated mobility.
